Parking Permits

On-street parking permits help ensure that residential streets are not clogged with commuter parking. They allow us to manage parking in the downtown area to ensure that available street parking is used effectively and fairly, so there are no negative impacts on downtown neighbourhoods. 

You cannot park without a permit in permit zones from Monday to Friday during the signed time restrictions as posted on street. No permit or exemption is needed to park on those streets outside those restricted time periods. Parking permits do not allow permit holders to park on the street when a winter parking ban is in place.

Apply for a permit

We offer a variety of parking permits to accommodate your needs. Under the permit you want, use the form link to complete an online application.

Commuter permits are for people who work downtown and want to park in certain areas, even when there are time restrictions. 

The cost varies from $102.75 to $123.00. The price depends on how close you are to places that require a lot of parking, like schools, hospitals or businesses.  

A commuter permit allows you to park for a maximum of 12 hours per day. 

Note: Commuter parking permits are limited to passenger vehicles as per Parking Bylaw. We do not guarantee a dedicated parking space, only the ability to park in available spaces. Remember to follow the Winter Parking restrictions.

Residential permits are for people who live in the central part of the city and want to park on the street, even when there are time restrictions. 

The cost is $25 a month, tax included. If you live in a place without a driveway, you may qualify for the discounted rate of $12 a month, tax included. 

A residential permit allows you to park for up to 72 hours. You must move your vehicle every 72 hours. 

Note: Residential parking permits are limited to passenger vehicles as per Parking Bylaw. We do not guarantee a dedicated parking space, only the ability to park in available spaces. 

Terms and conditions:
  • Residents of the defined permit area receive permits exclusively.
  • You must provide proof of address. Acceptable proof of residence includes any of the following with the applicant's name on it:
      • a lease
      • a tax bill 
      • a utilities bill
  • You must provide proof of vehicle ownership. If the vehicle ownership is not in your name, a letter/email from the registered owner needs to be submitted with a copy of the ownership. This letter should state that they, the registered owner, are aware that you, the applicant, will be associating their vehicle with a City of Kingston parking permit.
  • Each residential address is eligible for one permit, and multi-residential properties can receive a maximum of three permits.
  • The permit lets you park only in the specific area. You can't use it to park in other places with permits.
  • With the residential parking permit you can use municipal surface parking lots overnight during winter restrictions.
  • The permit is only granted if all outstanding fines or fees associated with the licence plate of the vehicle are paid

Residential accessible parking permits are available to residents who have a provincially issued accessible parking permit, but do not have any parking space at their home. It allows people who live in a downtown permit zone to park on the street, even when there are time restrictions. 

The cost is $12 a month, tax included plus an administrative fee to cover the costs of the sign/s installation. 

A residential permit allows you to park for up to 72 hours. You must move your vehicle every 72 hours.

Terms and conditions:
  • You must provide proof of address 
  • You must provide a copy of the provincially issued accessible permit.
  • We will approve one reserved on-street accessible space per residential address. We will reserve a maximum of three on-street accessible spaces per multi-residential property. We'll decide the location of the parking space(s) after consulting with you and City staff.
  • With the residential accessible parking permit you are exempted from time restrictions on any street in the defined area, including during winter parking restrictions. To enable this extended parking period, applicants must designate an alternate off-street space where the registered vehicle can be moved when necessary.

A residential contractor permit allows contractors to park on the street by your property for periods exceeding two weeks. For contractor parking lasting less than two weeks, request a temporary permit. For contractor parking for just one day, request a parking exemption. 

The cost varies depending on how long you need the permit: 

    • 14 days = $28 (minimum purchase)
    • 1 month = $55.75
    • 4 months = $187.75
    • 1 year = $542.75

A residential contractor permit allows the contractor to park for up to 12 hours and is valid for a single vehicle and trailer. 

Terms and conditions
  • You must provide valid vehicle registration.
  • You may park during time restrictions where ongoing residential repairs, maintenance, and services are required.
  • You can apply for up the three permits with a maximum of four licence plates registered to each permit. Only one vehicle will be permitted to use a permit at any given time. 
  • We will not issue permits for new development or property renovations with more than three units at one location. Contact Us for permits for such projects.
  • Renewals of permits are possible if there are no outstanding fines and contractor services continue at residential properties.
  • You can use your permit on any residential street within the on-street parking program areas and other residential areas with time restrictions.
  • You must obey other posted traffic and parking regulations, including paying at metered locations.
  • We may issue permits for a single truck and trailer but may not transfer them between contractors.
  • Permits do not guarantee a parking space; they only allow parking in available spaces.
  • Permits remain valid only when the contractor is actively working and cannot be used for commuting; they're solely for necessary vehicles used for contracting.

How to apply?

Residents with visitors or contractors at their home for more than 1 day can apply for a temporary parking permit. However, if you only need parking for one day, simply request a parking exemption.  

To get a temporary permit, fill out the application form and submit it at least 2 business days before the date you need it.

The cost is $14.25, tax included.

A temporary permit allows you to park for up to 72 hours. You must move your vehicle every 72 hours.

We grant permits for seven consecutive days with a limit of one renewal. If you need parking extended beyond this period, we may provide additional renewals on a case-by-case basis. If you require parking access for longer than seven days, request a residential contractor parking permit.

Note: We do not guarantee a dedicated parking space, only the ability to park in available spaces. Remember to follow the Winter Parking restrictions.

  2. Sign up/log in to MyKingston and submit your application form or email it to contactus@cityofkingston.ca
  3. Before parking, we must approve your request. The visitor/contractor may still receive a ticket for parking during time of day restrictions before we approve the permit. Parking Services will review your request and contact you to either approve or deny the temporary permit.

Renew your parking permit

If your parking permit is about to expire, but is still valid, you can renew it online. If your permit has already expired, you must renew it in-person at City Hall.
