Tax Assistance and Rebates

We offer several tax assistance and rebate programs to eligible property owners. Tax assistance may involve credits or tax deferrals, or tax rebates. Please carefully review all the program details and eligibility criteria below to determine if one of them is a good fit for you. 

Tax assistance programs 

We currently offer three tax assistance programs, a senior's tax credit program, a tax deferral program, and a tax increase deferral program. Please review specific program details and eligibility below. When ready, apply online as indicated or apply in-person at City Hall, 216 Ontario Street, Monday to Friday from 8:30 a.m to 4:30 p.m.

Note: Senior citizens may be eligible for all three tax assistance programs but can only use one.

Senior’s property tax credit program

If you qualify for this program, you can receive a credit of $100 off your property taxes. 

Eligible applicants:

  • Property owners 65 year or older, receiving the Guaranteed Income Supplement 

Application Deadline: End of April each year

  • You must be at least 65 years of age.
  • You must receive benefits from the Guaranteed Income Supplement, under the Old Age Security Act. You will need to show proof of this by providing either:  
    • A T4A(OAS) slip from the previous year.
    • A letter from the Government of Canada confirming you receive this benefit. 
  • You must live at the property as your main home. 
  • You and / or your spouse must have owned the property for at least one year before applying. 
  • The annual property taxes you pay to the City must be over $600. 
  • You must reapply for this assistance every year. 
  • Please provide original documents with your application if applying in person, and we will make copies of them. 

Tax deferral program (up to $1,000)

If you qualify for this program, you can defer up to 50 percent of your annual property tax, to a maximum of $1,000 per year. You must pay the balance of your taxes not deferred according to the regular payment due dates. 

You will be charged interest on the deferred portion of your taxes at the same interest rate as what we pay for short-term bank loans. 

Eligible applicants: 

  • Property owners 65 year or older, receiving the Guaranteed Income Supplement
  • Property owners receiving ODSP benefits

Application Deadline: End of April each year.

Submit the Tax Deferral Program application.

  • You must receive benefits from the Guaranteed Income Supplement, under the Old Age Security Act or from ODSP.  
  • If receiving the Guaranteed Income Supplement, you will need to show proof of this by providing either:  
    • A T4A(OAS) slip from the previous year, or 
    • A letter from the Government of Canada confirming you receive this benefit 
  • If receiving ODSP, you will need to show proof of this by providing either a payment stub/
  • You must live at the property as your main home.
  • You and / or your spouse must have owned the property for at least one year before applying. 
  • Please provide original documents with your application if applying in person, and we will make copies of them. 

Tax increase deferral program

If you qualify for this program, you can defer the payment of reassessment related tax increases.

Eligible applicants: 

  • Property owners 65 year or older, receiving the Guaranteed Income Supplement 
  • Property owners receiving ODSP benefits 

Application Deadline: End of April each year.

Submit the Tax Increase Deferral application.

You will need to attach copies of the following documents to verify your income: 

    • The most recent Notice(s) of Assessment of Income Tax from Revenue Canada for you and anyone else who lives with you. 
    • Old Age Security T4A(OAS).  
    • Proof of a registered pension or registered annuity, registered under the Income Tax Act.

Tax rebate programs

We currently offer three tax rebate programs to give tax returns or incentives for charities and heritage property owners. 

Heritage property tax refund 

If your property has a heritage easement agreement, you can receive a 40 percent tax refund, up to $5,000, or the total cost of approved maintenance work if you meet certain requirements. You can apply once every three years. 

Application deadline: the last business day in February of the year following the tax year for which you are applying for the refund. For example, February 29, 2024 was the deadline to apply for a refund from the 2023 tax year.

To be eligible for the tax refund, a property must meet the following minimum criteria: 

  • The property is designated under the Ontario Heritage Act (Part IV or Part V). 
  • The property is subject to:
    • An easement agreement with the local municipality where it is located, under section 37 of the Ontario Heritage Act; 
    • An easement agreement with the Ontario Heritage Foundation, under section 22 of the Ontario Heritage Act; or 
    • An agreement with the local municipality where it is located, respecting the preservation and maintenance of the property.  
  • The property owner must follow the rules in the agreement and City of Kingston Property Standard bylaws. 
  • The property owner is not a federal, provincial or municipal government agency. 
  • Any work on the heritage elements of the property must be approved by the Kingston Heritage Properties Committee and City Council. 
  • The property has not received a refund in the last three years (e.g., if you received a refund in 2022, you cannot receive another refund until 2025). 
  • There are no unpaid taxes, local improvement charges or other fees owed to the City.

‘Eligible work’ refers to the money spent on maintaining a heritage property. This could involve preserving its important parts, fixing damaged items or making new copies of important features based on old records. To count as eligible work, all work must follow the rules set by the Ontario Heritage Act and be done with a permit from the City. This includes:

  • Repair or restoration of the exteriors of buildings including roofs, windows, doors and masonry
  • Interior work (only when included as part of the reasons for designation)
  • Historical landscaping projects
  • Restoring and/or repairing original windows

Heritage Property Grants

Owners of eligible properties can apply for a grant of up to $2,000 per year, covering 50 per cent of the project cost. These grants are given on a first-come, first-served basis and you can apply every two years.

Registered charity property tax rebate  

This program provides eligible charities with rebates of 40 percent of their property taxes for space they occupy that is in a commercial or industrial tax class. Eligible charities must apply every year. 

If your application is approved, we will issue half of the rebate within 60 days after receiving the application and confirming your property information. Depending on the situation, we may contact landlords to request additional information before approving your application. The remainder of the rebate is payable within 120 days and will reflect any tax bill adjustments (if any) since the issuance of your final tax bill. 

Application deadline: The last day in February of the year following the tax year for which you are applying for the refund.  

Submit the Registered Charity Property Tax application.

  • Your charity must have a valid registration number issued by Canada Revenue Agency.
  • Your charity must occupy a property that is in a commercial or industrial tax class.
