David Fell, President and Chief Executive Officer of Utilities Kingston, has been appointed to the Independent Electricity System Operator’s (IESO) Strategic Advisory Committee. He will serve as a representative of Kingston Hydro Corporation, the electricity distributor operated and maintained by Utilities Kingston.
The IESO is responsible for planning Ontario’s electricity needs, operating the power system in real time, and supporting a reliable, cost-effective, and sustainable electricity system. Its Strategic Advisory Committee provides a forum for sector leaders to offer advice to the IESO’s Board of Directors and Executive Leadership Team. Members also help identify emerging trends and issues that could shape the future of Ontario’s electricity system.
Fell’s appointment reflects his leadership in the utility sector and the importance of ensuring that local perspectives are included in provincial energy planning. As one of only a few Ontario cities with an integrated utility model, Kingston offers a unique, community-based approach to delivering energy and utility services.

Fell brings more than 25 years of leadership experience across the public and private sectors, with expertise in infrastructure, digital transformation, and community-focused service delivery. Since joining Utilities Kingston in 2022, he has led initiatives to improve infrastructure resilience, enhance the customer experience, and support long-term sustainability.
Through this appointment, Fell joins a broad and diverse group of representatives from across Ontario’s electricity sector, including generators, storage providers, distributors, consumers, energy innovators, and community leaders. Together, the committee helps inform system-wide decisions and ensures strong sector representation in provincial planning.
