Noise Exemption Request – Richardson Stadium at Queen’s University

The City of Kingston has received a request for a Two-Year Standing Noise Exemption (2025-2027) for Richardson Stadium at Queen’s University, located at 366 Hargreaves Way. This exemption would allow for amplified music to be played during sporting events between 9 a.m. and 9:30 p.m. under the following commitments and conditions:
  • Applies only to athletic and recreational sporting events, including Queen’s varsity games, community youth sports, and approved events with the City of Kingston and Tourism Kingston.
  • Annual reporting to City Council on event occurrences, noise management, and any community concerns.
  • Ongoing communication with the community, including event postings, outreach efforts, and noise mitigation measures such as prohibiting air horns and monitoring sound levels.
The public is invited to provide feedback on this noise exemption request. Comments must be submitted by April 1, 2025, at 4 p.m. to:
