Know what to do during a postal disruption

On Nov. 12, 2024, Canada Post and the Canadian Union of Postal Workers (CUPW) mail carrier bargaining units issued notices of labour disruption to one another. This means Canada Post mail could be disrupted as of Friday, Nov. 15, 2024. 

In the event of a postal disruption, Canada Post mail will not be processed. We ask that you not put payments and other time-sensitive documents in the mail. Please sign up for email news and notices for updates. 

Pay bills, fines and parking tickets and more 

You are still responsible for paying bills, fines, and parking tickets on time, and you can pay online or in person at select locations. Please check the Ontario Court of Justice website for information about provincial offences and tickets. 

Pay online 

Please see CityofKingston.ca/Pay for online payment options for parking tickets and permits, provincial offences fines, garbage bag tags, recreation programs, transit passes and pet licences.  

Pay in person 

  • The payment centre cannot process payments for Recreation & Leisure Services, Planning, Building & Licensing Services, and Housing and Social Services. The payment centre in City Hall, 216 Ontario St., is open 8:30 a.m. to 4:30 p.m. Monday to Friday 
  • Pay provincial offences fines at Provincial Offences Court at 362 Montreal St. from 8:30 a.m. to 4:30 p.m. Monday to Friday
  • Pay recreational program fees at City recreation facilities during regular business hours.
  • Pay planning, building and licensing fees at 1211 John Counter Blvd. from 8:30 a.m. and 4:30 p.m., Monday to Friday.
  • Make Housing & Social Services payments at 362 Montreal St. from 8:30 a.m. to 4:30 p.m. Monday to Friday.

Pay after hours or drop-off 

Drop-off and after-hours payments can only be made by cheque – please do not use cash. You can drop off at: 

  • City Hall, 216 Ontario St., through the mail slot in the door at the Market Street entrance 
  • 1211 John Counter Blvd. in the 24-hour drop box 

Utilities Kingston payments 

  • Drop off cheques to Utilities Kingston at City Hall, 216 Ontario St., 1211 John Counter Blvd. or 85 Lappan’s Ln.  
  • Register for the MyUtilities Customer Portal to access your bills online. Please have your Utilities Kingston account number and the amount of your last payment handy.

Housing and Social Services correspondence 

  • You can bring all correspondence to Housing and Social Services, including documents for Ontario Works, to 362 Montreal St. during regular business hours or by using the 24-hour drop box – again, please do not place cash in this box
  • Residents of Kingston, South Frontenac and the Islands may pick up social assistance cheques in person at 362 Montreal St., with identification
  • Residents of North and Central Frontenac Townships may pick up cheques in person on Nov. 29, 2024, at the Sharbot Lake office, Rural Frontenac Community Services, 1109 Garrett St. Sharbot Lake, from 10 a.m. to 3 p.m. After the scheduled Sharbot Lake office pick-up day, cheques may be picked up at 362 Montreal St. 

Planning, building and licensing documents 

We ask that you not mail applications, requests, time-sensitive material or Notices of Appeal for Official Plan Amendments, zone changes, Draft Plans of Subdivision, or Committee of Adjustment applications. 

Items can be dropped off at the Planning, Building & Licensing counter at 1211 John Counter Blvd. between 8:30 a.m. and 4:30 p.m. Monday to Friday, or use the 24-hour drop box at the same location – do not place cash in this box.  

DASH (Development and Services Hub) Development Planning, Heritage Planning or Building Permit record payments can be processed online through DASH with credit or debit card transactions for Development/Heritage Planning, and with debit card transactions for Building Permit records. 

Other correspondence 

If you need to give a letter or other non-bill correspondence to the City, please drop it off between 8:30 a.m. and 4:30 p.m., Monday through Friday, at the appropriate municipal customer counter.
