City set to welcome Queen’s University Homecoming guests – please celebrate safely and responsibly

The City of Kingston welcomes Queen’s University alumni back to their alma mater for Homecoming on Oct. 19.  

As students and guests prepare to enjoy Homecoming activities throughout the weekend, here’s what you need to know to stay safe and have a great time.

Several venues around Queen’s and the downtown will host arts, culture and community events throughout the weekend:  

The University District Safety Initiative (UDSI) will be active from 12 a.m. October 17 until 11:59 p.m. November 3 

"Queens University students are an important part of the Kingston community, and we want everyone to have an enjoyable Homecoming weekend, whether you’re a student, guest or neighbour,” says Kyle Compeau, Director, Licensing & Enforcement at the City of Kingston. “We encourage everyone to watch out for each other, be respectful toward your neighbours and avoid high-risk behaviours that could place excessive strain on emergency services or result in expensive fines or penalties.” 

While the UDSI is in effect, Bylaw Officers and Police will have an increased presence in the University District and individuals who commit an identified offence under the Nuisance Party Bylaw could be issued a Part I Court Summons or an Administrative Monetary Penalty (AMP). 

AMPs are authorized under section 434.1 of the Municipal Act. The AMP process means penalties under the Nuisance Party and Noise Bylaws can be issued and resolved directly through the City. Penalties include:  

  • Host, conduct or sponsor a nuisance party: $2,000
  • Fail to comply with an order to leave premises: $500
  • Use a closed highway: $500
  • Noise bylaw offences – Various: $100-$200
  • Fail to comply with signs (Parks): $200 

Additional resources will be committed to ensure a broad range of options to assist in monitoring large unsanctioned gatherings and nuisance behaviour. 

Road closures and parking restrictions  

Two streets in the University District are closed due to construction:  

  • Union Street between Willingdon Avenue and Albert Street
  • Aberdeen Street between Johnson Street and Earl Street.  

With street closures on Aberdeen Street and Union Street, the City reminds students - past and present - to avoid construction sites and large street parties that may block other roads. 

“If an emergency situation arises, every second counts,” adds Compeau. “With two significant roads under construction in the University District this fall, it’s vitally important we keep all other roadways clear for emergency vehicles. Please be mindful of construction signage and respect fences that are put up around construction vehicles and sites – for your safety and the safety of others.” 

The following on-street parking restrictions are also in effect from Oct. 18 at 5 p.m. to Oct. 20 at noon and from Oct. 25 at 5 p.m. to Oct. 27 at noon. 

  • Aberdeen St. from Johnson to Earl St.
  • William Street from University Avenue to Division Street
  • Earl Street from University Avenue to Division Street
  • Division Street from Johnson Street to Earl Street
  • University Avenue from Earl Street to Johnson Street
  • Johnson Street
