City of Kingston and Kingston Police remind students to stay safe during move-in and orientation week

The City of Kingston and Kingston Police would like to welcome new and returning post-secondary students to the community, while reminding everyone to stay safe during move-in and orientation activities.  

The University District Safety Initiative (UDSI) will be in effect from Thursday, Aug. 29, at 11:59 p.m. until Monday, Sept. 9, at 11:59 p.m. The purpose of the UDSI is to educate community members and to mitigate the risks of large unsanctioned gatherings, including strains on emergency services, dangerous behaviours and traffic disruptions.

During this time, community partners, including City Enforcement Staff and Kingston Police, will have an increased presence in the University District. Bylaw officers can also issue Administrative Monetary Penalties (AMPs) for Nuisance Party and Noise Bylaw infractions.  

As part of the UDSI, Gord Edgar Downie Pier and Breakwater Park beach will be closed to the public nightly, from 8 p.m. to 6:30 a.m., from the evening of Aug. 30 to the morning of Sept. 9. The decision to close the park during this time is to ensure the safety of community members in the University District, as large unsanctioned gatherings in this area pose a major safety risk, particularly at night. 

City Bylaw Enforcement and Kingston Police will monitor and patrol the park and surrounding areas during this time. Active video surveillance is in place. The closure emphasizes the importance of all community members behaving in a safe and responsible manner and allows Police and Bylaw Enforcement to proactively respond to potential disruptions. 

Bylaw Enforcement have distributed educational materials to residents of the University District and Kingston Police will be utilizing their Police Liaison Team to engage and educate residents of the district. Community members are encouraged to learn more about the municipal measures in place to discourage unsanctioned large gatherings and high-risk or disruptive behaviours by visiting the UDSI webpage on the City of Kingston website.
