2000 Front Road Community Update
A connected and accessible waterfront and increasing opportunities for urban farming are cornerstones of the City of Kingston’s Waterfront Master Plan and 2023-26 Strategic Priorities, respectively. The waterfront farm property at 2000 Front Road, known to many as the “Lemoine Point Farm”, has held the interest of the City for several years, and provides opportunities for the City to advance both initiatives.
Mary Fraser, the property’s long-time owner, died in 2022. Her will gives the City an option to purchase the property on a number of terms, including keeping, as far as possible, the property zoned for rural use.
The City and Ms. Fraser’s estate trustees disagree on how to interpret parts of Ms. Fraser’s will. As a result, the estate trustees have applied to the court for advice and direction on the interpretation of the will. The City recognizes the importance of respecting Ms. Fraser’s intentions as well as the property’s natural and cultural heritage significance to the residents of Kingston. The City is committed to continuing to work with the estate trustees, through negotiation, mediation or, if necessary, litigation, to advance the City’s interpretation of Ms. Fraser’s will.
The City appreciates the input of community organizations and residents and remains open to hearing from community members who share the vision of protecting this unique part of Kingston’s waterfront and history.
