Clogg's Road Area
The Clogg's Road Area is located south of Highway 401, west of Gardiners Road, north of Creekford Road, and east of Collins Creek. Our Official Plan designates this area as a business district, which means the intention is to use it for employment purposes.
The goal of the Clogg’s Road Area project is to develop the area into a thriving business park.
This will help ensure a healthy, long-term supply of industrial land in Kingston, and encourage business attraction, retention, and expansion. We own a substantial portion of the industrial / employment land in this area, and therefore play a major part in shaping its development and achieving this goal.
Project planning
To help us better understand and plan for the opportunities and challenges related to land use in this area, we established a secondary plan that includes:
- a land use plan
- a transportation plan
- a servicing plan
- an implementation plan
This secondary plan will guide the development of city-owned industrial / employment land in a way that is compatible with our Official Plan and existing surrounding land uses.
Current status
Our Business, Real Estate, and Environment has been working on planning applications for the city-owned industrial / employment land since 2018, to amend zoning and prepare for sale and development.
The east parcel, 2800 Clogg's Road, is now serviced and available for sale.
The planning application for the west parcel, 3001 Clogg’s Road, is currently in progress. The submission includes a draft plan of subdivision and various reports and studies to support the application. Review this 3001 Clogg's Road planning application in DASH.
Ministry involvement
In March 2022 there was a Minister’s Zoning Order (MZO), Ontario Regulation 159 / 22: Zoning Order - City of Kingston, on 3001 Clogg’s Road and zoning on the east parcel (2800 Clogg’s Road). However, the Minister revoked this MZO in April 2024, and as a result both 3001 and 2800 Clogg’s Road are now subject to our Zoning Bylaw 2022-62 and are zoned “Business Park – M1 zone”.
