Community Partner Rate Program
Become a community partner with us and help create strong and connected neighborhoods! The community partner rate program offers support for using municipal facilities for programs and special events by waiving or reducing rental fees or when our support creates a partnership that benefits the community.
Our goal is to ensure all community members feel a sense of belonging and have access to services while fostering strong, connected neighborhoods.
Who can apply
Everyone who wants to provide services or programs to Kingston’s community and promote stronger relationships between neighbours through these initiatives is welcome to apply.
We review each application based on how your event or program aligns with our strategic priorities and the value it brings to the community. Read more about how we process applications below.
Guidelines and requirements
To be eligible for the community partner rate program, applicants must be in good financial standing with the City of Kingston.
Additionally, you must submit an insurance certificate at the time of your booking request or within five business days of the initial request. We use this certificate to create the contract so we cannot proceed without it.
Insurance certificate specifications
The insurance certificate must include the following information:
- Minimum of $5 million in third-party liability coverage.
- List "The Corporation of the City of Kingston" as 'Additionally Insured.'
- List the City's address as 216 Ontario Street Kingston, ON K7L 2Z3.
- A description of your event/use of space, including event date(s).

How to apply

How do we process applications?
We process booking requests on a first-come first-served basis. For us to start processing your application, you need to submit all information and documentation related to it.
After we receive a complete application, we review it for approval based on whether your request is a program or event that:
- Aligns with The City’s Strategic Priorities.
- Aligns with The Waiver of Fees Policy
- Aligns with The Principles of Resilient and Inclusive Communities, as endorsed by the Rideau Heights Regeneration Plan and the City’s Community Safety & Well-Being Plan.
- Provides direct benefits to the community.

Examples of eligible programs and organizations
This list is for reference purposes only. We determine eligibility based on the specific content and requirements of each program / event.
- A non-profit, charity, or group that helps improve the community, such as neighborhood associations, service clubs, special interest clubs, and arts or culture groups.
- Classroom education or training designed to improve the skills of volunteers, recreation professionals, coaches, or trainers.
- Programs and organizations that align with our strategic goals.
- Programs and services that are sustainable, have good governance, and are open to the whole community.
- Programs or services that are free or offered at lower-than-market prices, with options for subsidies for eligible participants.
