Applying for a Committee or Board

Council usually appoints people to the various committees and boards in the fall. However, you can express your interest by applying at any time. We keep your application on file for the next time a position becomes available.

Key duties and responsibilities

The duties of a committee member and the approximate breakdown of time spent on each of these tasks are:

  • Attending and participating in meetings (60%)
  • Reading meeting agendas and reports (35%)
  • Email correspondence (5%)

Eligibility criteria 

  • 18 years of age or older, unless applying for a youth representative position open to ages 15-24 
  • a resident or business owner in Kingston 
  • a Canadian Citizen or Permanent Resident of Canada 

Note: A “Permanent Resident” refers to a person who has been given permanent resident status by immigration to Canada but is not a Canadian Citizen. You must have lived in Kingston for at least one year to be eligible. External boards may have different eligibility criteria. These criteria will be contained in each respective board description.

Nomination process 

Remember that you can apply any time and we will hold your application until a position opens on the committee or board you are interested in. 

    1. Submit your application using our online form (button below) 
    2. The Nominations Committee reviews all applications and makes recommendations to Council 
    3. Council approves the recommendations 
    4. If your application is approved, you will be contacted by City staff 

Voluntary diversity information

We want our committees and boards to reflect the diversity of Kingston. 

To help us meet this goal, we encourage you to fill out our voluntary diversity questionnaire included in your application. Your personal information will be kept confidential. The Nominations Committee uses this information to help make their appointment recommendations to Council. The Clerk’s Office may also summarize the voluntary diversity data to help us determine if we are meeting our goals with respect to increasing representation from equity deserving groups. 

Current Openings

3 Public Members

The Council Resourcing Review Working Group will provide advice to Council regarding the best practices and the proper resourcing for members of Kingston City Council for the 2026 - 2030 term. This work includes:

  • Examining the remuneration, including salary, benefits, and allowances received by the Mayor and Councillors.
  • Investigating methods for encouraging greater diversity in candidates running for elected office.
  • Analysing the results of public input and public meetings with respect to the appropriate remuneration and resources provided to Council.
  • Comparing the benefits and costs of a part-time versus a full-time Council, taking into consideration the potential requirement of a ward boundary review should significant changes be proposed. Any proposals that would involve a ward boundary review would not be implementable until the 2030 -2034 term of Council.
  • Investigating the roles of the Mayor, Deputy Mayor, and Councillors in comparison to other municipalities.
  • Evaluating the current administrative support system available to members of Council.

Skills:

  • Experience in or knowledge of public service
  • Knowledge of human resources policy and best practices, particularly in a government setting
  • Strong accounting, financial literacy and analytical skills
  • Interest and/or experience in municipal governance and politics
  • Excellent teamwork and collaboration skills

Composition: the working group is composed of one former member of Council from a term no more than three terms prior to the current term, three members of the public, and a representative from KEYS Employment and Newcomer Services.

Meeting Schedule: the Working Group meeting schedule will be determined by its members.

Appointment Length: for a term ending March 31, 2026 or following the submission of its final report.

  • 1 representative of the Indigenous community
  • 1 representative of the Kingston West urban area

The Planning Advisory Committee provides an opportunity for resident perspectives on planning matters. It provides advice to the Planning Committee through staff with respect to land use planning matters that include, but are not limited to:

  • City-initiated amendments to the Official Plan and/or Zoning Bylaw with broad application to the City.
  • Legislated updates to the Official Plan, together with any updates of the major studies that support Official Plan updates.
  • Planning Act reform, updates to the Provincial Policy Statement and/or other proposed land use policy changes/legislation or initiatives introduced by the Province that affect planning matters in the City.
  • Major City-initiated land use planning projects.

Skills:

  • An informed interest in planning and development.
  • Past experience in planning legislation, land use planning, growth management, natural/cultural conservation, transportation planning, brownfields remediation, open space planning, economic development, and/or the provision of public and social services.

Composition: The Committee is comprised of eight public members who represent one of the following areas or interests:

  • One representative of the rural area
  • One representative of the Kingston West urban area
  • One representative of the Kingston Central urban area
  • One representative of the Kingston East urban area
  • One representative of the Indigenous community
  • One representative of the institutional community
  • One representative of Kingston Economic Development
  • One representative of the business community.

Meeting Schedule: The Committee meets the second Wednesday of January, April, July, and October.

Appointment Length: Term of Council, expiring November 14, 2026.
